Monitoring Drivers of Medallion Taxis and For-Hire Vehicles
The New York City Taxi and Limousine Commission (TLC) licenses and regulates medallion taxis and other for-hire vehicles, and the New York City Police Department is authorized to help enforce rules and regulations pertaining to medallion taxis. We found that the TLC did not always maintain accurate information about its license holders' driving violations, and as a result, did not identify potentially unsafe drivers whose TLC licenses should be suspended or revoked. We also identified a number of drivers who were licensed by the TLC even though they may not have satisfied important licensing requirements, such as being checked for a criminal history, tested for the use of a controlled substance, or certified by an approved taxi school. We recommend that a number of improvements be made in the TLC's monitoring and licensing practices. We also found that, while the New York City Police Department was generally effective in its enforcement of rules and regulations pertaining to medallion taxis, better controls were needed over the blank summonses issued when the rules and regulations were violated.
