Contract with Project Return Foundation, Inc.

The contractor provided substance abuse prevention and treatment services in New York City. We determined that a refund of $1,015,889 was due the State from the $13.0 million paid to the contractor, because a disproportionate share of the contractor's overall administrative expenses were allocated to the contract.
