Non-Competitively Awarded Contracts
We found that the New York City Department of Education does not always comply with applicable procurement requirements when it awards contracts in a non-competitive manner. In particular, the reasons for its non-competitive contract awards are not always documented in accordance with the requirements. If the reasons for the non-competitive awards are not properly documented, the fairness and openness of the Department’s procurement practices may be called into question. We also found certain improvements are needed in the Department’s procurement requirements to provide better assurance its non-competitive contracts are, in fact, appropriate.
